Gene brings 18 years of experience in hydraulic engineering with specific expertise in drainage analysis and design. He has extensive municipal engineering experience in both Colorado and Wyoming. Gene previously served as the City of Cheyenne's surface water drainage engineer, where he managed the City's storm drainage system; managed, planned, and coordinated National Pollutant Discharge Elimination System (NPDES) Phase 2 compliance efforts; managed and coordinated National Flood Insurance Program (NFIP), Community Rating System (CRS), and Cooperating Technical Partners (CTP) participation; managed construction and design projects; and provided expertise in the design and evaluation of the City's urban storm drainage system.
Gene was responsible for design revisions to the City's previously recommended Drainage Capital Improvements list that will ultimately save more than $10 million when implemented. Gene provided key input in the development of the Cheyenne Storm Water Utility. He provided a favorable introduction of new drainage policies and revisions to the City's master drainage plans and contributed extensively to the advertising and marketing of ballot initiatives, projects, and programs.
